Paul is anticipating an argument, so he answers it in advance.  But the argument he expects obviously isn’t, “God gave people unlimited free will, so why do some still not choose him?”  No, he is anticipating objections to his argument that God has predestined some to salvation. The tension of God’s sovereignty and man’s accountability is present, but that doesn’t override the concept of predestination. And as always, under the Arminian or Molinist views, God either couldn’t or wouldn’t persuade people to use their “free will” to repent and believe. That isn’t what makes them incorrect, in my view, but it is something the holders of those views should own.

Romans 9:18–21 So then he has mercy on whomever he wills, and he hardens whomever he wills. You will say to me then, “Why does he still find fault? For who can resist his will?” But who are you, O man, to answer back to God?
